You forget that NexonNA re-added the GM scrolls by mistake during an SC shortly after they removed them.

I didnt forget it. That was typical nexon stupidity, just like them using a patch where chaos scrolls and 20%s were hellbanned over and over again.

Characters I still have left in there indicate that you can accept these quests just fine, but the re-obtainable tickets are still gone and obviously not in the CS. (Checking for compensation when I noticed this thread is all.)

They were. Just not after they "assessed" the situation and feedback and decided it wasn't best for the community resulting in their official removal. After that it wasn't on purpose. If it wasn't added originally on purpose, they would have no reason to have discussed them dropping. They would have taken it out immediately. Duh.
