+Stat/HP potions

I get the feeling this has been answered somewhere before and I haven't looked hard enough for it but...

Are the bonuses off these potions added before +%stat/%HP is calculated or after?

Say I had x stat and +100%stat, and used a +30 stat potion. Would I have [2x + 30] stat or [2(x+30)] stat (meaning the potion added +60 stat in total)? Same scenario with HP except replace +30 with +4000.

All the + stuff is done before %.

after MW, but before %equips, for the +stats

To further add, that's because MW only affects the base stats, and ignores the equipment/potion ones.
