Well I guess he could have chaosed/miraculous chaosed it. I'm not sure if those attack scrolls from the red button event work on hats.

With miraculous chaos scrolls and ws all the way it's actually not a bad chance to get 33+ atk... around 10%.

1 chaos works well -> Dupe it 20 times.
Chaos these 20 hats and see what comes out with best stats-> dupe that
repeat.
