Mainly, I was thinking how Nexon Japan could get rid of this terrible infestation that are the Chinese hackers that KS everyone in almost every map that has a valuable mastery book or scroll drop.
The answer is very simple.
Step one : Remove all scrolls and mastery books from the drop tables
Step two : Set up multiple shops in each town or the event map. Each shop will have a specific class (Warrior, Magician, Archer, Thief, Pirate, Legend, Resistance) set of mastery books at set prices that aren't too expensive and aren't so cheap, they ruin the market. Or, perhaps, a set of prices that reflect today's mastery book prices in the free market. They should also do this with scrolls.
Of course, there would be backlash from people who make money off of these, but in the end, this would most likely completely eradicate the Chinese hacker infestation and balance the prices of scrolls and mastery books. In fact, it may even create a pure meso sink, as people who couldn't find or afford their mastery books will now have a chance to obtain them for themselves.
This is really what I think they should do. I don't see any other effective solution to solve those issues.

that'd be pretty lame i think. People would only really have equips to sell then =/
That and the prices would be ridiculous for the unfunded. If it's 35 mil average, with my current money, i'd have been able to buy maybe 2 books.
Also people will still be able to sell actual mesos instead.

GMS should implement this, only because there's way too many mesos in the bloody game. We need a MASSIVE meso sink desperately and being able to buy every % scroll for mesos is just what we need lol

Prices right now are ridiculous for the unfunded, so it doesn't really matter in that factor. This really could be a limited (undetermined amount of time) time event to trick the Chinese into believing they have nothing to farm for mesos.
Mesos would be ridiculously hard to make large profit off of for the Chinese if they don't have anything to sell in the free market so they can make mesos. 99% of the mesos the Chinese hackers obtain is through stealing/flooding maps that have monsters that drop mastery books or expensive scrolls and mass selling them in the market. It's basically a monopoly that only the Chinese control.
I'd rather have Nexon do something like this than have the Chinese hackers continue to ruin the crap out of the market.

This. I'm not sure about if GMS should implement this very idea, but GMS does need a meso sink method to get rid of the huge ammount of mesos in game. You know something is wrong when you see items selling for three times the max meso value.
On the other hand, I've never understood what is wrong with hiring more GM's to keep an active amount through the day... all days. There must be a downside to it if all Nexon branches refuse to implement something like this. (other than it costing money  )

Dumb idea that only hurts the economy.
It sounds nice on paper, but it's retarded in actual gameplay. Take kMS for example, they implemented something similar to this. For every level you are higher than the mob, the EXP received is lower and the drops are limited to etc. Not really that great right? Well since trying to implement something similar but rather with a new store that sells you Mastery Books, you no longer have a source of equips (not that many people hunted for scrolls anyway...). With a large flow of mesos in the economy, making books "cheaper and available to all" only gives off the sense of inflation since more mesos are still in the economy. It's like playing fire with fire. Honestly though, the moment you get that kMS anti-botting thing you'll probably stop complaining about it.

I don't know how the GMS economy works, but for JMS, this would make the economy flourish. Scrolls are almost impossible to obtain regularly, unless you're extremely lucky or gach the hell out of the game. A scroll NPC would not only get rid of hundreds of millions, even billions of mesos from the game, but it would actually put some decent equipment in the market, rather than the only equipment to exist are ridiculous items that only go for $500 at the minimum and never in mesos.
The mastery book would be a HUGE meso skin, as almost everybody would be going for them. There would be no class that doesn't have the same ability to gain their skills and there would be no class not spending money.
The EXP reduction from monsters isn't really the same thing, because while that combats regular botters, it doesn't exactly stop the mass amount of hackers running the economy.

You need to think about it like this:
Scroll costs 100m regularly, book costs 250m regularly.
Person A needs a scroll and has 200m.
Person B needs a book and has 500m.
Person C needs a book but only has 50m, but he also wants scrolls.
Person A buys a scroll at regular price and has 100m left, person B buys a book at regular and has 250m left. Supposing Nexon opens up this new idea of yours and makes the store for scrolls/books priced at a decent price for the poor.. I'll say it's 20m for a level 30 Mastery Book and 4m for the scroll. Person A buys the scroll at the new price and 196m left, able to buy a mass quantity of scrolls, and person B now has 480m left which are left to wander in the economy. Person C finally has the chance to buy both the book and scroll. Meaning that the economy now has an influx of "unused" mesos. Consider it like a savings account, you keep your mesos and then spend it on something big. The poor flourish and the rich have left over mesos, everyone knows that a large influx of mesos that are left over means that there will be sort of inflation. It benefits the poor, it's true but it doesn't benefit the whole economy.

The problem with your instance is that you're saying Player B has absolutely nothing to spend that money on, so nothing is going to happen.
Why wouldn't that person have anything to spend money on? If there's a scroll NPC there, everyone, especially the rich, will be dumping their mesos in that NPC to try and scroll equipment for their characters.
My idea targets all audiences. The only exceptions are those who quit entirely or those who are not a high enough level to do any of the above (which means they're not going to have that kind of money anyway).

Saving mesos gets you far. Try it yourself.
The rich wouldn't scroll things themselves anyway, they know how costly it is and would rather pay for someone else to scroll it for them.

The rich in JMS would definitely spend their money on scrolling stuff. The Cross Brigade event already had the rich scrolling insane equipment (the belts and shoulder pads), dumping billions of mesos out of the economy already within the first week of the event. There's no reason they wouldn't do the same with an NPC with scrolls in it.
Hell, I know people in JMS who spend at the minimum 5 billion mesos in the free market every day just scrolling stuff, with the result almost always ending with their item booming or turning out crap.

What's the NX : Meso ratio in GMS?
In JMS, it's 1 NP : 400,000 ~ 800,000 mesos, depending on the buyer/seller.

how do they calculate by the 1's? NX is sold by the 1k's or 100's minimum. So were talking 4b for 10k points?

Um... It's not hard to add extra 0s to the end of the number to see how much you pay. o.o
1,000 NP = 400,000,000 ~ 800,000,000 mesos. The average I see is 500,000,000 to 600,000,000 per 1k NP.

That would ruin an entire part of the game. Yes, a large portion of people would probably love it but, being a merchant is all some do in this game.

There's a 10x unit difference.
On Bera it's about 1k NX = 25mil mesos. Which is like 1/2 to 1/3 of JMS's (40-80m)
If you're going to have an ingame store selling scrolls, you shouldn't have a fixed price. It either becomes insignificant (70k for 100%s) or massively overpriced (nobody's gonna pay 50m for GFAs when they're 15m from hackers)
So what you need to do is let the scroll prices fluctuate to match demand. A simple way to do that is to have the price depend how long it's been since someone bought it, and then update the 'natural' price every day. So, say you buy it within 1 hour of the previous buyer - then it's sold for 100% of the day's price. If nobody buys it after 1 hour, it cuts to 50% - but you can only get 1 scroll at the discount price, then it's back to full price until another hour later. Wait 2 hours with no buyers, it cuts again, to 25%.
At the end of the day, the average price paid for the scroll is gonna be somewhere between 100% and 25%. If it's way less than 100% (say 80% or lower) then make tomorrow's 'base' price lower. If it's at 100%, indicating people bought them steadily, then raise the price tomorrow. This means def scrolls and other less valuable stuff drops hugely in price, while things people actually use (gfa, armor luk/str/dex/int) stay worth something.
And when inflation hits, people are more willing to pay for scrolls and the price goes up.
