Nexon posted a patch for GMS version 95 upgrade to version 96.
You may download this patch from their official site and begin [thread=13610]creating your pre-patcher[/thread] now.
Extractions and database updates will be forthcoming!

No, extractions can't tell you how elemental weapons work. You'd need to decompile the exe.

Just out of curiosity, but would patching to v0.96 not allow me to log on until the official time? I've run the patcher but the game says the client is outdated.

Yes. If you're running any version of the client that differs from the version the server is running you can't play because you're speaking a different language than it is.
