Can't be more than 104, cause I had 100% hit rate when I solo'd it then. And iirc, the toe quest is 80, and it's the last of the Dep quests.

Seems like an accident when adding BF to the spawn on that map(Trees normally spawn there). Wouldn't be surprised if it spawned higher up where the Windraiders are.
