At your level of playing you don't want to dedicate yourself to a specific weapon(s) just yet. Find weapons you like, then ask yourself what you like about it, and see if there's another weapon that can do it better. Then you start working towards mastery. The weapon I lead with is Revolver and I try to make myself use it as efficiently as possible (Pushback abuse, OHKO potential, etc). I'll go over some potent "easier" weapon combinations and some other stuff later.
For basics though you could watch this video guide that I made. It's focused on TD but the stuff I cover helps you with character control.
Some good Rookie level sets are:
PS, CS, or HG/automatic weapon/Revolver - HP+30 or Anchor if you're using PS or CS
melee or HG/automatic weapon/automatic weapon - HP+30
SMG/Semi/Smash - HP+30
HMG/automatic weapon/Sentry - HP+30, Shield or Wings
Bat/automatic weapon/automatic weapon - Invisibility
As for your preferences, unless your proficiency with a Railgun matches or surpasses your proficiency with other weapons, I would stay away from it. Otherwise:
Rail/Revolver/anything - Shield or Invisibility
Rail/HMG/automatic weapon - Wings or Shield
CautioN's railgun guide on Youtube is pretty useful for learning how to snipe, too. As for myself, I use Revolver/Smash/CS or HG with HP+30.

Well, as it is there are lots of skilled SO players and snipers in the Rookie server for some reason. IMO, they're good enough to be Semipro/Pro. That's why I figured I should specialise early so as to keep up. I already know I do much better ranged than melee; the longer the range, the better.
On a side note, I did fairly well in a DM yesterday with...
Semi-Rifle

(though I didn't use it much. Haha)
Revolver
Invisibility
I did pretty well in TD with the same set-up, except I used Block instead of Invisible.
The most epic kill I performed for that DM was fire around a corner with the Semi, then switch to Rev and blast the guy as soon as he came around. XD

Learning basics before attempting to get good at something is probably the best route to go; I know back when I started in 2007 or something I tried to be a super awesome sword user and came up with convoluted strategies that never worked. That lasted until 2008, then I became somewhat normal...then I tried to snipe, etc. now here I am. But I only progressed when I didn't automatically try to become an expert on one thing and one thing only. Also Block is much too rigid of a skill to be much use outside of certain maps; Sentinels are good replacements and they have a much wider range of uses.

I see. Guess I'll get back to basics then...though I think I'll stick to the Semi/PS/Rev set-up for now.

Rail is pretty epic in Battle Royale, actually. I had some fun with it a few weeks ago. Assuming you aren't first, just jump around charging up until you bump into someone to kill, or hear someone shooting at you. If you are first, same thing, but wait for them to come to you. Look behind often, and don't overuse it, or people will catch on and get used to sneaking up on you.
Semi/PS is good. I never knew how to use a Rev properly, but if it suits you.
Chaser... just get used to walljumping and midair dashing and such, and be aware of walls and corners you can use to your advantage. I used to do reasonably well in Rookie/SRookie Chaser without anything super fancy.

Well, one thing I need to know is how to vary the wall jumps. I read some threads here and there where people mentioned wall jumping at a steep angle. I mean, a wall jump is a wall jump right? How is it possible to vary the angle? ._.
There's also a guide to good wall jumping spots in the various maps but...the pictures show stuff like wall jumping sideways. The various points in the pictures look to me like wallrunning in Prince of Persia games, then jumping forward along the wall...yeah, that kind of sideways wall jumping. I mean, wtp?
EDIT: Ah. Okay. It's an angled jump. Still have no idea how to walljump from the same wall after angled walljumping though.

Angle of incidence = angle of reflection.
It depends on the direction you're moving as you approach the wall and/or the direction of the camera, I'm not entirely sure which (since the second to some degree determines the first). If you approach the wall diagonally, you'll come off it diagonally.
I don't know much about multi-walljumping. I never had a use for it.

I actually made a revised (albeit faster-paced) video about a bunch of basic movement techniques it would be helpful for people to know...I think I already linked to it in my second post in this thread. Multi-walljumping is only useful in places like ST-1 and ST-2 with the triple jump thing, and even then it's not necessary.
