Questions Regarding Mechanics

I'm currently creating Resistance skill builds (because I love creating skill builds), and I'm sort of stuck at Mechanics.

The first problem lies in 1st Job:

Flame Launcher - 70% damage, sustained for up to 8 seconds. (Delay: 270ms)
Drill Rush - 180% damage. (Delay: 900ms)

If Flame Launcher worked the same as normal attacks, this wouldn't be a problem. However, since Flame Launcher is sustained I'm stuck with calculations.

The question is, is the delay for Flame Launcher the start-up time OR the duration between each hit of Flame Launcher?

The problem in 2nd Job is about the same, since it's about whether to max out Heavy Weapon Mastery or Atomic Hammer (1230ms) first; which I can decide once I get an answer to the first problem. Of course, there's an additional layer of complexity because Flame Launcher gets a 90% damage per second DoT and Atomic Hammer has def negation.

Another thing that isn't quite as technical; is it worth investing SP in Rocket Booster beyond Lv13 just to get the MP cost down from 41 to 20, and leave GX-9 at Lv3? It seems to me that GX-9 is very useful for party members, and a 90 second duration is too short. If I should get higher levels of both, what skill levels of Rocket Booster and GX-9 are optimal?

Lastly, is Satellite worth getting early at all?

p.s. I know I really should experience stuff for myself first before writing guides, but my Aran guide (which I also wrote before Aran was released in MSEA) worked out well so I figured I'll continue doing it.

I think it's duration between each hit. Since I think both delay times aren't that much different.

Maxing out Atomic Hammer has a greater advantage than Flame Thrower, I don't see myself using Flame Thrower much after Hammer is maxed.

Since the height of Rocket Booster does not depend on level, I don't see why you should spend SP in this skill, it's already great at level 1. MP isn't much of a problem, and it's not that much anyway.

Satellite, nope. I personally went for them last.

Drill Rush is better than Flamethrower, imo. More damage, mobility and it doesn't have annoying frame skips. I never used Flamethrower in first job.

At the beginning of 2nd job, get 1 Hammer, 1 Jump and 1 Heavy Weapons Mastery. Then, 1 Perfect Armour then max Hammer. Trust me, that is the best way to go. 1 Hammer because it's strong as hell. 1 Jump for mobility. 1 HWM because it adds 2 bullets to Gatling and adds burning to Flamethrower (when it becomes useful).

In kMS I got max Satellite and I find it very useful. At level 98, it hits around 4-5k per hit (so x3) on one mob. I messed around with my 3rd job skills and got max Fist, which now I see is a pretty big mistake.
