New character and store permit

I remember reading that a character (or account?) less than some number of days old (10?) or under some level (16?) can't purchase a store permit in cash shop.

a) Does anyone know the exact requirements?
b) Is it possible to gift a store permit to such a character?

10 days on account and level 16. I haven't attempted gifting to one that doesn't meet those requirements though.

I just farmed some free nx on an old account and leveled to 16. Didn't take very long.
