This is how it works.
There is a item. If the item rank is rare or high, the item will show "unconfirmed"
if the item is unconfirmed you have to use the following item below. "magnifying glass"

after you use magnifying glasses, the item will show rare/epic/unique
this item rank is rare
Since the item rank is "rare"
it gives the rank stat.. if it is epic or unique, it might be higher
like this

It gives random stats , like Chaos Scroll

Used 1 upgrade scroll : 1star.

This Cash Item Refreshes the Rank. Useable only when the item rank is Rare or up.

There is Normal/Rare/Epic/Unique

Unique is the top rank.

I think the Rank is random.

You just need luck to scroll it on the item.

Soooo you can have a 1-10 star Normal, 1-10 star Rare, 1-10 star Epic and 1-10 star Unique items?

Translate : Without deduction of the number of upgradeable equipment items, it gives the special effect to the item. <- Which means it gives rank. normal item -> rare/epic/unique

And both kinds of scrolls destroy your item if it fails too?

Also quick question, does the scrolling of the actual weapon effect the chance of how this scroll works? Such as a gold stat item will have a chance to get 4 stars vs the standard 1.

Miracle Cube = Cash item / does not fail and destroy. It just wipes out the rank. For example> Rank Rare -> turns to -> Rank Normal

star1 : 90%
star2 : 80%
star3 : 70%
star4 : 60%
star5 : 50%
star6 : 40%
star7 : 30%
star8 : 20%
star9 : 10%
star 10 end

According to the scroll.. It doesnt say about percentage. HOWEVER One user from Insoya/Tespia User called Nexon[phone call].. and asked about the percentage.

Thats what I thought, ahh I see your previous post answered my second question...sounded like you were talking about the Miracle Cube.

Problems with this patch. <my thought>

1. Rich people will get strong items than Poor people.
2. More people will leave Maple.
3. If it comes to KMS[Not Test Server], the scrolls might be NX.

I'm pretty sure that the magnifying glasses are currently sold in potion shops just for testing purposes, and they will be dropped from monsters in the official servers.
