what is the min level to enter aqua dungeon?

I wanted to make a mule to put down there but I get the message ground is unsteady. Obviously lvl 14 is too low but anyone know the min level to enter that area now?

wow, I never knew that you needed to be a certain lv to enter that place, Im assuming that lv 20 should be fine
