Neo city level requirements (no the answer is not 70)

what is the level requirements for each quest in the neo city chain?

I started it, got a partner, and was raring to go, only to find out after moonlight docks that i couldn't go to the next level because I was too low level for the quest? what is the highest level requirement in each section of neo city. Because i want to do them section by section, but dont want to have to go into the same section twice/more than is required.

I dont want guesses, because they will screw me over. I went with this, but then the 3rd area was lvl 77+

Thx for trying though.. I just cant guess, because I have a group of friends that wants to go in a group with me. I dont wanna slow them down

Because of this, i suspect that even the internal quests might have higher requrement, and i dont wanna go in 10 times, once for each quest...

(yes i like my quests, i did araint in 1 sitting,)

I'd like to know this as well. I went in to the first area, found the drop from a trash can, went back to Andy and was told that it wasn't right and I should go back. I think the next step is to talk to one of the NPCs in the first map in the future, but I have no quest available when I try to talk to them.

last map is lvl 91 or something
