Question about Pendant of the Spirit

I'm not too sure if thats it's name, I'm referring to the Pendant which increases your EXP. I get up early and train, so before my Pendant expired the previous night, I drop it and get a new one and AFK so in the morning I have the 3 hour boost. Today I dropped it and I wasnt able to re-do the quest..

I have never actually waited for the quest to become available right after my pendant expired, so is there something that I am not aware of?

At first, I was under the impression it was just whenever you drop it off, but one day, I dropped it off early at around 10 pm, and the quest showed up EXACTLY at midnight, leading me to believe that it's once a day, like the Agent mission quests.

Dropped mine at 11:03 pm PST, earned 1 sec prior to that.
