Cygnus Knights can't do the "Cleaning Up the Streets" quests

Issue/Problem/Bug: Cygnus Knights can't do the "Cleaning Up the Streets" quests.

Describe the problem. Be as specific as possible!: Cygnus Knights aren't added to the job requirement of the "Cleaning Up the Streets" Masteria quests, therefore they can't do those quests, as they don't show as avaiable. Also, they can't do the "Urban Warrior" Masteria quest because it requires "Cleaning Up the Streets" quests completed.
