As you may have guessed it this character would be a LPQ, EFPQ, and CPQ mule, so I am wanting to know which Job class would be the best for those three PQ's? And since we are getting them soon might as well count the KoC jobs in this too.
Take note that whatever job it is they would have moderately decent equips.

Cygnus can't EFPQ. Just throwing that out there.

I'd suggest a DEXless sin. ;o You'll be able to own right Rombots and the multiples monsters in LPQ. The only difficulty would be the lack of ACC, though. So, good gear will really help. LUKless Clerics work too since you'll be able to both do higher damage than other Magicians and use Heal as well. Pretty much a plus in LPQ too since you'll be greatly needed for boss stage.

DEXless Assassins don't have an accuracy problem.
For Rooms 3/4 i'd suggest spearman.

I like my level 50 Bandit. Max DS and 18 Nimble ftw. Sins have better haste and they can do the ranged thing in LPQ but as far as damage goes there's not much of a difference and sins sometimes have issues with min range. Max Dark Sight is great for CPQ, too.
@Myles: dexless sins do have a major accuracy problem in CPQ if they're not wearing good gear. Especially if they don't wear anything that adds dex at all. My dit is close to dexless but wearing gear that brings it to 7x dex and 24x luk and still misses Master Chronos sometimes when Avoid Up is set up.

Dexless Fighter sounds good for PQ.

From Experience being in all 3, A strong level 50 Bandit would be best for all 3. On my first EFPQ, our highest damage dealer was a 52 bandit, 6 points out of booster won't change that. Tier your character for damage over speed. I'd suggest... Max SB, 19 mastery, Rest booster. If you really miss haste, grab a good Bathrobe for'em and stack up some speed pills, maybe some jump shoes(dex).
You'd absolutely destroy CPQ, while still being very much wanted for both LPQ and EFPQ.

Eh, I built my dit with 4 Booster 8 Haste and I think it's a lot better. Booster is a bit short but in CPQ you have a ton of time to cast buffs between spawns and in Ludi/EF you pretty much just need to cast it once per stage.

This. My dit is absolutely amazing in lpq/cpq/and efpq.
I do have to say, brawlers reign supreme for cpq, being able to rush and mob faster and do more damage.

Very true, and a brawler is appreciated in EPQ for the Puddle stage. As for LPQ, it also does a decent job, so you might want to consider a brawler as well. I can't say for certain it's the BEST choice, but certainly not a bad one.

Alright, thanks for the input people. Another question, whether I choose a Dit or a Brawler would it be better to go statless or normal stats?
Like I said the equips will be moderately decent which basically means no super fancy stuff. Just an attack glove and cape. lol

Statless would be better except for in CPQ if you want to win a lot. You need accuracy in CPQ, and lots of it.

my lvl50 hb mule ;] has a zhelm, can hit anything in all pqs within range. even in cpq when other team summons those "accuracy/avoid" up buff pillars, i can still kill efficiently ;]

Playing a sin in cpq is annoying. That is all.

Dit is steadier to hold up, but I should agree, Brawler is definitely your other option.
I would go with a dexless Bandit, or a low-dex Brawler. The accuracy thing makes me think a low-dex Bandit, would be the best bet, considering all factors.
Edit: I should mention, 8 haste and 4 booster is very viable, and with jump shoes/speed robe+speed pill, you could reach near max speed/jump. Whilst keeping stable damage and accuracy.

A windbreaker with maxed storm blow and mastery would do good in 3/4
