Hello,
So yeah, late at night when I am playing MapleStory I start lagging because my brother is always downloading porn. Is there a way I could limit his download speed or something so that it does not affect me?
If you need it, I have a DSL-2640B router from DLINK.
Thanks.
(I do not know if this is the correct section)

What is he using? Torrents? Direct downloads?

He's using some kind of download manager.

Yeah, this would be really useful for me, because I lag when my roommate uploads porn from his LimeWire/FrostWire/whatever.

I've never done this with a 'small' router, but there should be a way to VLAN that so that each individual PCs has their own pathways, so his downloads won't affect your's. But that's one option.
If you know your current IP, type that in the address-bar and you 'can' manually config it from there, or at least, I hope they have an option for that with small routers, lol. That's the only thing I can think of, sorry.

Uh, well, Google QoS/Quality of Service. You can always do a DD-WRT firmware upgrade on your router and limit the application he's using, or P2P applications in general, I think.

Oh, and as Leviathan has stated, you can use QoS to prioritize traffic depending on how you want it to go, so that you can set higher priority to, let's say video-streaming, and less priorities to certain downloads, and etc. I've never done QoS before though, so I can't say much here, sadly.
