Block in BL = Block on all chats?

A good old friend of mine came back recently, and we buddied each other again so we could talk in buddy chat.

A few days later, for some reason he was strangely silent, and a lot of people were acting like he was there. Just now, I realized what was going on. On my BL, my friend was blocked for some reason, I have no idea why. But after I unblocked him, he popped up on all the chats again!
