What is the highest attack claw you can get legitly?

True infinite => 32,*** or whatever the watk cap is.

12 Enhances -> 7 Enhances for 28 WATK + 5 more Enhances for 25 WATK
Total = 227 WATK

standard =>

10 20% Scrolls adding 70 WATK
12 Enhances -> 4 Enhances for 12 WATK + 8 Enhances for 32 WATK
Total = 183 WATK

if i had infinite resources, get 1 attack on an item and miracle it till perfection while using innocence

Realistically you might be able to get around 19x on a raven horn fist. using the 7~8atk scrolls from this recent anniversary.

Infinite as in you'd always be able to farm scrolls easily. I'm just wondering as I've got a 142 attack one and it seems I could get a much higher one. D:

It doesn't add 3 stars. It brings the star count to 3 and adds stats accordingly.
