No, actually it's just people storing stuff. I do that too. When you put the max amount of 9s you can (999999 I believe), the tax on it bumps it up to $11,000. It's for storage, no one will buy a random equip or something for eleven grand, so you can leave it there to rot until you wanna take it out again. Infinite storage for only 5,000 mesos per slot.
