So pretty much it uses continuity from S2 to drive the plot for Season 3. However, yes, the rulers are existing characters that have made a screen appearance.
With the unofficial announcement of the Crystal Kingdom Rulers, this solves and gives the purpose of the "Crystal Fair" song. (Depends if you herd it.)
