Yes it has skill timers.
By the time you hit the ground from the 2nd float,and jump up to the beginning of the macro,Recoil shot is re-usable. This macro is spam-able. Of course this can only be said about maxed Float and Recoil shot. I don't know how a faster falling speed of an incomplete float will affect the macro. Edit:lol you beat me to it. ._.

It's more of a delay, not a cooldown. Like the delay between casting b-step, rush, and other skills.

Pirate job seems to be the only jobs that have skill delays before 4th...what other jobs have skill delays in 2nd or 3rd jobs?

For me, I don't use Macro Skills and I don't have any speed equipment, but I can do the float thing way much faster just like you said. I think it is because of the timing between Recoil Shot and Float. If you get the timing just right, you can float a lot faster than the video posted above.

Jump makes a large difference, because this macro's speed depends much on the momentum from Recoil Shot, and if you're using 100% jump you hit the ground too early.

An easy way to increase the distance (by adding jump/speed) would be to assign dash to a key and click it before you go. It'll give you a bonus 10 jump right there. I'm not sure how dash works with float though, can anyone test that?

To be honest,this isn't the same server that I found this Macro...
You see,when I 1st used it,I had Violet Snowshoes with max jump. But that sever wasn't working,so part of the delay of my making of that video is finding a server with Pirates in it. You'd think it'd be easy,but a lot of servers are either folding, or getting shut down by Nexon, ever since the previous patch. They're all going to be nothing unless they get up to date soon.
