Long answer: If you're going to poke with Akali on occasion for some reason, then yes Sheen would be a good choice. But usually with Akali she just unloads on people and gives no shyts. Maybe you could pull off three procs in a prolonged chase, but that's the best case scenario. In the worst case (and inevitable) scenario, you get focused and die in a team fight, maybe after you kill a dude or two, maybe not.

The maximum effectiveness of Sheen compared to Dcap is usually around 100 AD. That's stats that doesn't translate into benefits for Akali's passive. And at the same time you're wasting money on mana. Meanwhile, Dcap keeps returning more AP the more items you build. Akali's benefits from AP is roughly equal to 3.6 (maximum 4.7). So the AP difference between Sheen and Dcap, excluding passives, is 115. That translates into 414 magic damage!

But wait, Dcap is more expensive than Sheen! So in the grand scheme of things, we must compare cost effectiveness. Sheen's benefits come at roughly 25 AP and 200 AD (two procs per assassination attempt), which translates into 290 points of damage for Akali's purposes. That means Akali is paying 4.34 gold per point of damage. With Dcap, you get 140 AP without the passive, which translates into 504 points of damage. Akali pays 7.14 gold per point of damage. Dcap by itself doesn't beat Sheen in gold efficiency, but it doesn't take much to do this. To beat 4.34 gold per point of damage, Dcap has to provide 231 AP. Dcap already gives 140 AP in base stats, so it has to make up the other 91 AP with its passive. That means there has to be 302 AP before Dcap starts beating Sheen in gold efficiency. This isn't exactly difficult to do, although it is quite an expense.

So unless you want really early game damage, don't get Sheen on Akali.

I get Sheen as one of her last items to make a Lich Bane when I have hundreds of AP already, personally.

We were down like 8/19 and early game had been really slow on kills, but I had good farm, around 25 mins in I got a triple kill and around 10 minutes after that got the penta. You can tell the early game wasn't going good because I had messed up a bit and after the penta the enemy corki from my lane said "You know it's gg when the world's worst tristana gets a penta"... guess not the worst trist after all

Especially when she's accompanied by a fully built Lee Sin, fully built Riven and a Fizz who does physical damage through his lichs bane proc. I hate how thornmail doesn't even get considered while it definately isn't THAT bad of an item just because a few pro players call it bad once.
