Here's some other changes they made in this PBE build. Notable things include another Mundo nerf and the release(?) of the Athene item.

I can't believe this.. it doesn't even look like shiny did at all. It looks kind of crappy? I was hoping it'd be an improvement for the high end users not just low-mid specs.

Well it said in the announcement that it's for lower-mid players. It does look significantly better. I especially appreciate the new brush as the old brush was largely just a wat.

tbh a lot of the old champs need redesigning. Anyone with Triangle feet comes to mind.

I think it just takes a lot of work. I remember they made a thread about how the community wanted Soraka to look like and that was at least 6+ months ago.

Xin Zhao comes to mind. Tbh, there's a good chance he might need to be reworked quite a bit because of the current nature of his kit.

In other words: Buff him hard, he stomps newer players. Nerf him hard (current state), and he's not a viable champ to use anymore. He builds DPS and gets melted, or builds tanky and cannot do damage.

Xin: A kit rework could fix his damage problem. But as you said, he just needs numbers.
Sion: One of their cancelled champions, Omen, was cancelled in part because it was just like "wat is he?" Is he ranged? Melee? Tanky deeps? Sion is a mage with an axe. His kit has a lot of versatility as well, but he lacks specialization. His AP ratios are still bloody high to boot.
Olaf: I just hate his ultimate. This one is more personal than "need fixing asap."
Kassadin: Almost always banned in ranked. Yup, he's in a great spot. Oh and the fact that he basically flips the birdy to every caster as well.
Veigar: His ult scales too hard. 1.2 AP scaling and .8 AP off of me? His Q should be changed to be like Siphoning Strike, but also retains the +AP when you kill a champion.
