Thai government, with their infinite wisdom, decided to give away PC tablets for every 1st grade student. You may say this is a very retarded decision and whatnot, but that's not the point......

I would say that the first third of the kids in about a month, second third in several months and the rest most likely never, last group is going to be most likely girls.
