I wouldn't criticize the welfare systems for this.

It sounds like the guy has rather severe mental health issues, and at the moment it is probably in the best interest of everybody that he remains on a benefit as he's not fit to work.

I feel bad for him for feeling the need to resort to this sort of thing.

It would be nice if people didn't have to work if they'd rather cut off their own limbs than work.

I mean, that's pretty damn committed to not working.
