People admit it all the time. We've had 3 so far this year, not even counting the appealed ones.
By your definition nowhere could ever be legitimate, because no administration has the gift of divine judgment to instantly sense and remove hackers. Any site that removes people on mere suspicion of it, or on hearsay of it, is more totalitarian than even I get accused of being. Any site that actually has the time and resources to go through an in depth review of every person accused of being a hacker and try to remove them either is smaller than a gnat's ass or made up of people with far too much time on their hands or very poor standards of evidence required to try and convict someone.
