Glitched decent/useful skills would definitely fall into the same grey area and can certainly be discussed as well.
If you want to discuss them, the best course of action would be to, well, start discussing them.

Of course, whether or not they do is irrelevant because it definitely doesn't change the situation.
Using the Decent skill example, just because they missed alternate ways of achieving the glitch when they ran the first fix doesn't mean that those alternate methods were intended.
Now, if Nexon, at some point, releases an announcement to say that an obvious glitch is "working on intended", then we can treat it as
Word of God and pretend it's true (almost like a real-life retcon), but hypothetical scenarios don't change the current reality.
