Glitch preventing me from buying a world transfer?

As you can see, im over level 20.
I encountered the same glitch on my other mule a few weeks ago, but relogging fixed it.
Ive relogged several times now, and i still get the same message.
Any ideas?

I succesfully bought a transfer on my cannoneer a few weeks ago, and he is only level 21.

There might also be a limit on the age of the account or character.

Alternatively....just level it to 31?

Just tried now, and it worked fine.
Im assuming it was the time created thing.

Or the ranks had to update it to 20+? o-o
