It's not about hygiene here, it's about making money. The way they do it gives them money. It's as simple as that, but wow, so disgusting.

I don't see a problem with using unused condoms to make hairbands. They're just pieces of latex. The used ones are a problem though.

2. They used ... unused condoms. Condoms always come with some kind of lube on them. I mean i don't think there is any girl who wants lube in her hair. o.O

3. They used ... unused condoms that were never lubed? I guess they could get the condoms from the manufacturer un lubed OR they washed them?

The condoms are inside the hair bands. They have thread around them. It's just like using a replacement rubber band.
