It's not quite a network outage. All Nexon computers (that are relevant to us) are reachable: game servers, website, etc. Even the login servers, which have absurd latency, always do that when they are down for maintenance.
If it is indeed a network issue, I am going to guess there is be some major network component that is on its last legs or has been replaced by something that couldn't take more than the current minimal load. Or something of the sort. Whether this component is inside the Nexon domain or not - I'm going to assume it is, since Hime says they are working on it (although "working on it" can also mean "on the phone with whoever has physical possession of it").

Yes but we've previously established that entering a thread to whine about the perceived lack of value on the behalf of the thread itself or it's contributors is spam at best, trolling at worst, and I really don't have the energy to start flinging infractions around when the ban from thread button is so much closer and less clicking.

That reminds me, I still have 3 characters that need to get the 3 secret recipes from the current event. I can still make it if the game is down until Sunday at latest.

It doesnt have to be a notice saying the game will be up at a certain time, just a " Hey guys we are still looking into the issue" every 6-8 hours would suffice and updating it with how they are coming in addressing the issue as that applies. This would not take a whole lot of effort and would easy the minds of most their consumers.

This is one of the EXTREMELY rare cases where they literally have 0 control over the whole thing though, but you're right that they should still periodically tell us they don't know what's going on even though it's obvious. Because that's good PR.
