Why release even more worlds? They should do something to make the servers people actually use bigger instead of making hundreds more that are inevitably going to die within a few months.

Since the removal of Maker Skill does Hands really do anything anymore?

Hands gives a bonus to the amount of Diligence Exp the player has as long as the item is equipped. It doesn't really give much of a bonus unless the player needs a few more points of Diligence Exp in order to reach a level that's a multiple of 5.

Isn't El Nido where all the duping is going on? Anyways, I actually would expect El Nido to be alive because it's the only East Coast server, and Chaos hasn't been around for more than a month or two, so it hasn't been given the time it needs to properly die off.
