His main damage output is from Q, that's why you level it ASAP. That's like saying you level QWEQQ for Annie, it just doesn't work.

You put 1 point into E depending on your laning / jungling situation. Most of the time you get it at 7. If you're doing bad then you can get it at 4.

Yes you need to put Q 1st But at level 3 you cant use just one move -.- or do the Q>W n'E Hit'n run combo

When they say specifically, then you know they are talking about his other skills. So far, we can be pretty sure that the Base Numbers of some of his skills will be touched, so far nothing about scaling has been mentioned.
