You're not going to die either way and you do enough damage as the tank with either one. Might as well go for the one that's actually useful for the entire team.

It's more for the fact that Catalyst/RoA give you insane sustain in lane which is what you need to farm for a long time to get your other items. Not to mention that Singed benefits from the bonus HP AND Mana due to his passive. This gives him a high amount of health in early game team fights where he doesn't have a FoN/Sunfirewhatever.

It's similar to how Dyrus builds his Singed.
Boots + Cata + Rylai's as "Core" and then go from there.

I don't get Rylai's since it discourages chasing Singed since your pursuers aren't running at full speed and can't catch up to you (in their minds, to be honest they're not getting you anyway if your ult's on)

Reckon it's a double edged sword. It's viability in team fights is incredible, but as you mentioned it does discourage pursuers. No one with half a brain chases Singed anyways.

So I actually got into the game. Then I joined a game with Bob. Then he "dces" due to a glitch. So I queuedodge.

Then I remember it's a 1 hour long queue.

The rylai's slow is pretty weak and you get more stats from an RoA. RoA is also cheaper.

Nothing rylais does that his cum puddle can't do. I can definitely see situations where a rylais might take priority over RoA. Meh. Really more preference than anything.

Would everyone be happy if we replaced "lane" with "laning phase"? I typically start poisoning the pomegranate out of everything in every lane I can get to once the first tower goes down on either side.

Rylai's is awesome.
You are a tank. Your top priorities are keeping your carry alive and enabling your team to destroy the enemy. An extra slow on everything aids that. It makes it harder to get to your carry and easier for your team to stay on the enemy. If you are in a position that would make it appealing for your enemies to chase you, a slow will help your teammates engage and destroy. If you do not have teammates near you or any able to engage, that slow will save lives. Also HP and AP. Because Singed likes those.
