Uh, you don't have quick rebound. Also, put your light mastery points elsewhere. You don't have lightning strike, or even max sun burst.

Oh yeah, I'm not so sure about how useful elemental focus is. It really depends on the enemy you are facing. If it is a high ele resist enemy, it is more useful, but against low resist, it may not be.

Also, void is a pretty good skill. You can go with what you wish, but void provides nice cover and constant damage.

The same way I can say I like arctic burst without having tried it. arbitrary likes and dislikes are the way to go!

Tier twos aren't as important as tier threes, which are your big nuke. That is why I would suggest putting a min to void and sun burst and maxing Lightning strike, but you can also go with your build.
