Then why keep it?,it might have some kind of disseases,first take it to the vet or something to get it checked,then get it registerd and keep it

You want to get it a nice, big and square "Fish Tank" I used some artificial Islands and made a beach like thingie with real sand, that made my turtle quite happy.

If you're going to keep it, keep it with water, but ALSO make sure it has (some) good places to rest on outside the water. Turtles aren't fishes!
