Yes. And you need the cards for each of the Cygnus masters.

Oh, and about the Prime Minister card: I am making a suggestion to NEXON that they make it available from the Mushking. Basically, make it acquirable if you have the Mushroom Kingdom Guardian medal and do not have the card in your book.
