See, with most pot bonuses, the same bonus on a higher tier will retain its final 4 numbers. So, 000001 is +incrStr and also 010001 is +incrStr. the first one is for Rare, the second is for Epic.

More specifically with the 00/01 thing, 00 is secondary rare, 01 is primary rare / secondary epic, 02 is primary epic / secondary unique, 03 is primary unique lines. So, 03 will become secondary "legendary" lines and 04 will be primary "legendary".
