Does CO work with final attack, enhanced basic and mastery?
By that I mean is there any type of bug similar to HP boost skill when you use CO? Because if my hp boost skill is lower than lvl 9 it will make me lose hp.

Combat Orders applies to all skills (exceptions being itself and Beginner skills). It only breaks the limits of skills (11-12, 21-22, 31-32) for 4th job skills.

So what you're saying is that there will be 0 bug effect if I leave the passive skills at lvl 18? Awesome, I can max all 1st and 2nd job skills then.

I think you should max the passive skills regardless. Don't rely on CO for 1st and 2nd job skills. It's gonna bit you in the dust when you're dispelled.

I thought about maxing mastery and fa, but enhanced basics arent really used. I might aswell just leave ground smash low lvl or skip enhanced basics.

I would make sure HP is left maxed, for sure. Mastery isn't as important to rely CO on (but I would recommend it, as Ground Smash and Enhanced Basics are useless later on; unless you participate in Balrog PQ).

I personally left Shield Mastery at 18, I believe, for 3rd job. It's no big deal.

Im just gonna ignore sb and ps then, seems like they're useless everywhere but balrog pq and I hate that anyway. In 3rd job I will spam charge blow, am I right?

If thats the case, Im maxing everything but enhanced basics.

1st job doesn't matter, max HP boost, leave PS and SB at 18, dump into Iron Body. In second job you have enough points to max two skills and leave everything else at -2, one of which should be mastery. There's enough points to max the essentials.

Ye but I left my power strike at 15, because I will benefit more from iron body in the future than ps. Which is why Im asking if its possible to leave FA at lvl 18 and make full effect of it and then I will have 3 sp to put into 1st job with everything els maxed. (after CO buff ofc)

Yeah, you can do that. Never saw the point of maxing Iron Body since you know, Paladin.
