Actually, the Deluxe Android (F) recipes were very rare in Chaos update. But they were everywhere in the next update after Ice Knight due to that event.
They cost 8 million per each and the price increased to 40 million in Jump! update.
I think the recipes come from nowhere except specific events.

Not quite sure what you are saying. When is this event? When do you think its coming to gms? Cause right now we just did chaos and all i can say its really rare. So not following the 8mil -> 40mil O-o

The recipe is a one time thing, you can make as many hearts as you want. The hearts sell for ~150m each here in Bello, because only 2 people have the recipe and they are both friends of mine, and they are keeping them the same price because they sell, and it's really good money.
