I'm actually really curious how it does that. Copying the IMG URL for whichever is on the screen and pasting it still causes it to change. Some kind of redirect that redirects to a pool of random images?

Yeah. Image redirecting works wonder.

The server at randimg.net just has to process a new request for the picture and pull out a random hotlink to redirect to.
