Game Over for that character, new start for another one.

Surely there is a feeling of accomplishment?

Actually, I meant, Game Completed in my last post, basically. Sure you can still do quests, and boss, but beyond that you've completed that character and its story is over.

To answer your question. Completing a character does give a feeling of an accomplishment.

Well, depending on how you define legitimacy, I was just glad to get there without any BS methods/equips as two of my good friends have done so before all the exploits and such. Other than that, I felt like it was a good closing since it was some week and a half before Chaos patch came, and I got to level in a place where memories from pre-BB was still in tact (Been playing since Beta, so that was a good close).

I am not sure if it is an accomplishment anymore since hackers (again, depends on how you define someone's legitimacy) have made it pretty insignificant now, but as a personal achievement, it was really fulfilling.

This is your sense of accomplishment:

I know it is/would be for me.

It's not really special. It's just a 'completed character' as MetaSeraphim said, obviously you can still play on it and boss/quest.
When i hit 200 not much changed to be honest, i just stopped losing exp upon dying and i had a cool mount.

But it is a nice feeling of accomplishment i suppose.

You feel accomplished and a sense of closure but you have literally nothing to do at that point unless you're one of those people who obsessively try to reach 200 on every single character. The game experience pretty much ends at 140 for most classes. The few who drive on to 200 from there do so out a sense of inevitability or an expectation that something more is just around the bend and then one discovers that there is nothing new and the game no longer has any point.

The socializing aspect isn't really worth it because the people who are trying to level aren't suited to sitting in a town chatting all day in the first place, they want action and activity or at least the perception of it.
It's not having what you want - It's wanting what you've got.
