hp/def/acc/avoid scroll changes?

I noticed that the GMS scroll changes dont exactly match up with the KMS ones (yet).

For example, in GMS helm hp 60 gives 40 hp, according to the module it was 50 in KMS.

Does anyone know if:
A) This is a unique decision by GMS to nerf the improvements
B) The values will eventually be the same value as KMS
C) Or has KMS since nerfed the changes to be the same as what I'm seeing in GMS now?

Bump. Please, can anyone on KMS check for me a hp scroll value or two. I want to have some information before I blow my HP scroll stockpile.
