If it's just the base damage and if leveling it only affects how much HP it has like before, I see no real reason why to level it past 1 as the damage would be fine at lv 1 compared to max.

That is if the damage scaling after patch is moreso fixed damage based than percent damage based, then yeah that's a valid reason to level it. But you're interrupting me from searching data qq

Why do you level a skill? To strengthen it. Unless you can find a better use for Lightning Amulet's SP, (no, maxing slow heal doesn't count) then go for it. I was just trying to tell you that Lightning Amulet's potential is nothing to scoff at.
