Goggles become 3rd tier?

So there's a rumour going round that 3rd tier starts from 70 after chaos and not 71+.
If this is the case that means Goggles will become 3rd tier.

Can anyone confirm either way, whether this rumour is just that, a rumour or whether it's actually true.
