No. The typo I'm referring to has no dictionary.com entry. Twice failed.

Thinking about it, in true magic nature, shouldn't the effect be stated as "When Kefka is put into play, target opponent discards his or her hand."?

I'll answer this. In magic, those "water" represent blue mana and blue mana is used by the more intelligent and tricky. In other word, the smarter ones are usually the ones who delve into blue mana more. That is why he used the water drops in the mana cost.
