Well, personally, being punished for their actions is exactly what prevents them from renewing their criminal actions.

As for this article, I don't think the jail is like this in all states? Well, at least here, many people think that jail in US is like it is in series like Prison Break.

But in prison, all the inmates have to A) work out in the yard, B) watch their back(side) in the shower, C) know the proper cigarette-to-item exchange rates, D) work out in their cell, and E) not get shanked for any reason. That's a lot of mental and physical stress, and one-meal-a-day just won't cut it.
