It seems like a few people here play Teemo, how do you guys build him? I've tried both AS, AP/AS hybrid and AD and I'm not sure which one I like most. Since I will probably hit lvl 20 in a few days I thought this would be a nice moment to figure out which tier 3 runes I should be getting...

AP is so fun though.
Here's how I build him:
9/0/21 Masteries
Magic penetration Reds
Flat armor Yellow
MR/lvl Blue
HP quints
First levels go EQEWER, then R>E>Q>W.
For items I start with a doran's shield most of the time, if they have low to no physical carries I start with boots and 3 pots, first item is malady, and then if they don't have big CC I got for Sorcerer shoes, if their cc is heavy I'll pick threads, sometimes if I already picked sorcerer's and I'm having trouble, I can build the AP/tenacity item.
After I have my shoes and Malady, I go for Madred's, with those 3 items I'll have pretty decent damage, for the other 3 I have several options to pick, if I need more MR I tend to get a Wit's end, if I really need defense I tend to pick an Hourglass, and if I need more MR I can go for banshee's or an abyssal. If I'm worried about their MR stacking I get Void Staff, I'll often get a Rylai's or a Frozen Mallet, since they just won't let people run since most of the time you have higher movement speed. Another item that's useful for him is Black Cleaver since it gets their armor down to help allies in teamfights deal more damage.
Basically:
Core: Shoes, Malady and Madred's Bloodrazor.
Rest:
Wit's End, Banshee's Veil, Zonhya's hourglass, Rylai's Scepter, Frozen Mallet, Black Cleaver, Abyssal Scepter.

I build Teemo with a hybrid of Attack Damage and Attack Speed. I always start out with boots and 3 health potions. Depending on how I'm doing I'm come back for a full malady or parts, depending on how hard the mid is hitting on me (Lux, Swain and Caitlyn are evil). After the Malady, I get Madred's Razor. I think at this point you have 1.8ish attack speed and can really do some damage in a teamfight, especially if you're fed. After the Madred's it's usually a Frozen Mallet if I need HP or a Black Cleaver if I'm doing fine and would prefer more attack and speed. My final build is usually [Boots] [Malady] [Madred's] [Black Cleaver/Frozen Mallet] [Black Cleaver/Frozen Mallet] [Infinity Edge/Bloodthirster/Guardian Angel].
I've built the way I played Teemo off a few guides, but before even seeing that one posted above, I'm rather surprised how close it is.

One of my sweet Panth games.
Around 35:00 I ult into the forest and kill people (3). That was fun.
Edit: Maybe one day I'll get around to posting a .zip of a bunch of replays.

So I queued up with my IRL friends, and we went in. Early game was somewhat a bit antsy for me. My friend was lagging like a mothafu'cker and tower hugging for the first 10 minutes while Swain free-farmed. I had to babysit his lane, and couldn't jungle until I asked Jarvan to relieve me.
I thought things were bad. Then Jarvan and our Nidalee took the initiative and scored quite a few kills to get us ahead. They were able to hold down the fort until my friend stopped lagging, and I was able to be aggressive myself. We started dominating in teamfights, but at times we somewhat seperated, which was not good since we got picked apart easily. But eventually Jarvan became too good, and was doing a lot of damage. Nidalee's was also dealing some good damage, notably with her spear (she 1-shotted someone with half HP at top base turret at one point. xD). I was pretty much disrupting pushes teamfights for the enemy, and helping my team get free kills. And I also helped myself to kills whenever I could, simply by being aggressive and chasing. And I still don't understand why the enemies were saying "worth it" when they killed me. Isn't there better, more valuable targets out there than taking out a mere tank? >_>
The enemy only took out one tower - bottom tower. We had all 3 of their towers by mid game phase, and was pushing on the 2nd row of towers. They were hella disorganized, and didn't know what to do. WW was too easy to counter (he was jungling, but I always found ways to kill him during teamfights and steal his buffs if he had any), their Morgana was terrible. Their Swain was not half-bad. Same with their Malphite.
We eventually took their Nexus and ended the game. I thought we would lose this one because of the sh'it that happened in the beginning. I must say I'm thankful for the Jarvan and the Nidalee for stepping up and holding things down until we could get organized.
Oh, and I was lagging like hell also at certain points in the game, but I didn't use it as an excuse to simply not try my best. My friend - who was on Ashe, tower hugging - was simply just camping and waiting for the lag to subside. -sigh-

Technical standpoint, they mean the same, but no need to argue it.

Thinking of taking up ashe.
I know I should be maxing out volley asap. But can't decide on whether to completely skip out on her E until I'm forced to... I'm assuming lvl 1 E should be good to get for bush checking.
Initial item:
boots+HPx2 pots
Mid items:
Infinity edge rush? Black cleaver for defense piercing?
Late Game:
IE, BC, berserk grieves if enemies lack lots of CC... mercs otherwise, ...
I've tossed a zeal on her for the movespeed and aspd bonus, not a phantom dancer though due to the cost. Gots better things to make in the mean time... so... stack crit? or aspd for better chain slows?
Any hints from people who play her or have a good idea?

Gonna try AP Poppy when I play tonight. Ideas for her build? I'm assuming Sorc Boots, DFG, and Lich Bane should be in there, but can't decide what the other 3 slots should be. Maybe a Deathcap, Void Staff and Mejai/Haunting Guise?

DID SOMEBODY SAY ASHE
I start with Doran's, try to stay in lane until I can get Wriggle's + boots 1, then get another Doran's and Boots 2, Negatron Cloak, then I rush IE, get a Banshee's, a Last Whisper, and then a Phantom Dancer.
This is my build, it isn't anything close to be-all and end-all.
I go W -> Q -> E then go R>W>Q>E. I'm thinking of maxing Hawkshot before Frost Shot because of the potential bonus gold from farming, but I haven't done the math to see if it's a good idea or not yet.

Though I was fed first blood by someone that was humping my turret while I had charged stun, and from there I kinda had an easy time on my lane.

Just curious, why were you using cloth armor?

I'm guessing a frozen heart.
Nicely done, spidey.

Was going to upgrade into Frozen Heart so it would be painfully annoying to go anywhere near me since I'd have Rylai's Crystal equiped as well.

But why Frozen heart against 4 AP heroes?

Super-cost effective damage and survivability.
Plus you get a ward every 3 minutes. Everyone loves wards.
