Sounds like you already have a pretty good idea in mind. I don't think what you plan on saying is coming on too strong, and paying for her sounds alright as well.

Oh, and yes, absolutely pay for her. And sushi sounds good. Typically I would recommend a burger or something fast like that but sushi has become common-place so it's not fancy.

I voted before reading the post. Go for dinner. When I read "dinner as first date" I assumed it was someone you were just getting to know, but since you already know her well and your time with her is running short hen just go for it. You want to make it clear that you're interested. That doesn't mean you should profess your feelings outright to her and bring presents and flowers to the dinner and book some fancy restaurant. Just keep it cool. You just want to put it on the table. If you let her know you're interested, she may even start getting interested in you even if she wasn't before.
If you think it goes smoothly, you could always try keeping in contact with her over summer as well. If you don't already have her information to contact her online, it's not awkward to just ask, especially since classes are coming to an end.

I couldn't ask her last night. She seemed so stressed with classes and stuff, I didn't want to annoy her more with my petty little weirdoness,
The one chance I got, I just sorta locked up and said "WHAT ARE YOU DOING THIS WEEKEND" and she said "Studying probably" and all I said was "OH OKAY..." She ended up staying up until 7 AM working. :\
I'm just going to message her on Facebook or text her or something and tell her...
I suck lol.

no "talking" phase? the odds are pretty stacked against you my friend, especially considering girls typically aren't going to want to start anything if they're either about to leave for college, or go home. unless you're going to be able to physically carry on a relationship over the break, you might just want to build a rapport with her over the summer, if she's coming back the next few months.

I say ask her to a casual lunch, since it seems more like a friend thing than anything. Talk to her more, get to know her better in a friendly, less romantic way. Depending on how it goes, ask for a dinner date later on.

Dude, not to be rude but grow some balls. Women appreciate confidence and it sounds like you're ready to fall over in a gentle breeze. If you can't see her in person, then at the very least call her. Don't do this stupid texting business or leaving a message on her facebook wall, that's complete garbage.

She lives off campus, and I wasn't going to get on a bus for 30-45 minutes just to go to her house and bother her.
I really don't appreciate it when people only tell me what I'm doing wrong. I'm doing the best I can -- I'm not exactly the sexiest, most confident guy in the world so things like this just aren't easy for me, at least as easy as everyone makes it seem.
I expected at least a few of you would understand how that feels.
I asked her like I said, if she wanted to go out for dinner with me sometime this weekend.
