Yeah, looking for the ultimate in risk-avoidance at any cost.
So:
1) Do the shield/protection scrolls (KMS cash shop items that prevent item blow-up) work with Potential Scrolls?
2) With scrolls that are 100% cursed, such as the anniversary 20's (i.e., always destroy the item if they fail), does the shield scroll only prevent item destruction or does it also prevent slot use-up?
3) Can shield scrolls be used alongside white scrolls or Pam's Song to prevent slot use-up when a scroll fails but wouldn't have boomed?
4) Can any of the above be used with Vega's Spells?

note that none of this i have tried myself, but is going from what spadow and other reliable sites have said:
1: they work with ANYTHING that can blow your item up, so yes, it should work with pot scrolls.
2: according to the description, it doesn't, if the scroll fails, it should consume a slot from it like any other regular scroll.
3: pam songs seem to work with everything, since they activate after the scroll fails, however, judging by how NX shield seems to work, i think it would be safe to assume it works with white scrolls, not sure of NXshield+ that skill that let's you scroll any item though.
4: nope, vega scrolls work on specific scrolls, mainly 10 and 60%, and even then, not all of them.

I believe she meant can you use protection scrolls or Pam's Songs with Vega Scrolls.
I believe Pam's Song should work with hand in hand with the protection scroll, but since no version has both of them there is no way to be 100%.

I have yet to see any real evidence of this so if you have it, please feel free to post it. I kind of doubt they negate the boom risk on normal scrolls, but that's just me.

I'm actually not sure.. I haven't used one myself. The only thing I know is that the Protect Shield gives a little + thing in the corner of an item showing that it is 'protected'. I'll try to ask someone in my alliance if they've used one before.

1)Yes. Enhacement Scroll only work until you reach the 8 star.
2)Only prevent Destruction
3)I believe yes.
4)Vegas only works with 10% and 60% scrolls, so there is no need for protection scrolls.
5)The scroll get used like a White scroll, IF the scroll work the protection is used still, IF the scroll fail the protection is used too.

I recall reading protect shields don't guard destruction from potential scrolls. I think it's in the item description too.

And if that is correct, I'm sure it will not save us from cursed scrolls either. Infact I am willing to bet that it only works on the first 8 enhances and nothing else.

If you have a Protect Shield, you can drag it to the equip item you want to protect and the item will gain protection.
Lets say that youre going to use a scroll that can destroy your item upon failure. The scroll fails, but you dont have to worry about it, because as long as your item has protection, it cannot be destroyed.
And if your scroll succeeds, then you dont have to worry either. Though, the protection effect will disappear and youll have to use another Protect Shield if you want to upgrade.

Well to give you an idea of how much you'd be spending:
On average a 20% scroll will only work 20% of the time, now using this on a normal item, 9 total slots, actually to make math cleaner, lets assume you're doing the 130/140 weapons, making it 10 slots, you would need 100 pinks, 100 whites(20% less with pams, so 80 pam songs) and 100 destructions, (80 with pam songs). Currently whites are only like 100m, up to 150 being the highest, so we'll just say 10b worth of whites, 10b worth of pinks, and assuming pam songs are not on sale, (20k nx*100) which is about 2mil nx+20b of mesos. That's the average cost.
Edit: Sorry pinks are actually like 10m, so more like 12b+2m nx/2

Should be half that number, you only need 5 per slot, not 10.

Oh right, sorry I was using those numbers because I was planning on making two weapons.
50 pinks, 50 whites, and 17 "15k for 3" packages.
500m, 5b and 255k nx
If you were to transfer this to USD it be more like:
$30, $150, $255, so about $450 without premium cubing.

Enhancements: When is it a good idea to use Advanced Enhances? For simplicity, assume that regular Enhancements cost pretty much nothing.
1st slot: 1 Adv. = 1.25 protects
2nd slot: 1.111 Adv + 1.111 Protect = 1.43 Protects (1 Adv = 0.286 protects)
3rd slot: 1.25 Adv + 1.25 Protect = 1.66 Protects (1 Adv = 0.333 protects)
4th slot: 1.43 Adv + 1.43 Protect = 2 Protects (1 Adv = 0.399 protects)
5th slot: 1.66 Adv + 1.66 Protect = 2.5 Protects (1 Adv = 0.5 protects)
6th slot: 2 Adv + 2 Protect = 3.33 Protects (1 Adv = 0.666 protects)
7th slot: 2.5 Adv + 2.5 Protect = 5 Protects (1 Adv = 1 protect)
8th slot: 3.33 Adv + 3.33 Protect = 10 Protects (1 Adv = 2 protects)
So take the NX conversion ratio, say 1k = 25mil, multiply by the cost of a protection scroll (8k? I don't know), and by that ratio (say 0.5 for the 5th enhancement) and you get 100mil as the equal cost of an Adv. Enhancement. If you can get Adv. Enhancements cheaper, use them, otherwise you just want to use more Protection scrolls.
Really, until the 8th star (400m per Adv.) I'd say it's not worth bothering with Adv. Enhancements.

Yeah I personally didn't even want to confront that, just scrolling with the 20's is enough for me. However, have you considered the reg enhancements to be better? 20% diff, but they are nearly 95% cheaper.
