I don't know, I felt that Subterranean Animism was much worse than UFO. If it's because of continues in SA being unlimited, then I'll change that to SA being harder to 1CC than UFO. It's actually said that SA is tougher than UFO on Normal, but on Lunatic, UFO is harder than SA. I don't play Lunatic myself, so I wouldn't know. Still, we're talking about recommending it to people who want to start getting into the series, so I'd have to say that UFO is easier than SA if they don't want to immediately leap into Lunatic.
Touhou games have pretty self-contained stories, and they also require massive ADD to follow the dialogue. Don't worry so much on starting at a beginning.
Touhou 8: Imperishable Night is a commonly recommended one for many reasons. Not only is it one of the easier entries in the series, it also offers a spellcard practice mode. To explain why this is significant, spellcards refer to a specific attack used by bosses with the bullets (and lasers) arranged into certain patterns. It's very helpful for beginners learning how to survive a certain attack they may be struggling with and layer eventually learn to deplete the boss's HP fast enough during it to earn point bonuses called "spellcard bonuses".
Touhou 6: The Embodiment of the Scarlet Devil is also a popular starting point. The original 5 were for PC-98, this one was made for XP and beyond. Embodiment of the Scarlet Devil is a nice one to start out with too, because if you've come with prior exposure to Touhou project, chances are you'll recognize a lot of characters and music- like Cirno, Sakuya, and the Scarlet sisters (not sure how popular the rest of the Scarlet Devil Mansion crew fares in terms in how known they are to people without much exposure to the movement). Embodiment of the Scarlet Devil isn't terribly hard. The gameplay is probably the most basic, but not by much; considering most main entry games simply have a new extra scoring mechanism exclusive to each game. EoSD is the only one that doesn't have a sort of extra scoring mechanism, or soemthing special you need to collect to access some boss fights. However, EoSD does not show you your hitbox like Perfect Cherry Blossom and subsequent games do, but that can be easily remedied by a patch.
